Yes, you can send photos and documents as messages in any group or event thread.

From the respective chat:

1. Tap the + button in the message bar at the bottom of the screen, then choose Camera, Photos, or Files
2. Take or select your photo or file
3. Tap the blue upwards arrow to send to the group or event
